    Design Challenges for Innovation Management on Agro-Food Sector

    Current status of research indicates that we assist to location-specific factor supremacy as determinants in regional attractiveness and sustainability being territorial driven, we offer strong arguments for policy makers in order to enable this long term strategy. We also address another issue heavily disputed between academics-that is the return to local and regional offerings as complementary to global assumption. Assisting today to a hybrid innovation process, relying upon territorial marketing-an umbrella for too many issues cvasi- exploited: eco-clusters, local and regional offerings; traditional products/services exploiting, regional clusters competing for funds; we are focusing on complex industrial -rural system reconfiguration relying upon dynamic evolution of territorial branding into competitive identity, as the disruptive behavior we need in sustainable development. Successful development strategies are based on the ability to build an institutional territorial coherence-social and environmental sustainability being inextricably interdependent, such a complex coordination structure relies on territorial knowledge sharing through expertise polls consultation- as key concept of good governance. This model of innovational resource allocation coordination on agro food chains, relying upon clusterisation through patterns of innovational management deficit, offers a relevant solution for synergic orientation of assistance and mentoring efforts on the sector, enable the capitalization of relevant capabilities and increase the addressability from innovation demand side.     Design Mechanism as Territorial Strategic Capability

    The current exigencies that a territory must faced in order to its’ optimal positioning in future regional competition requires the ability to design the appropriate mechanism which better valorize the territory capability. Such a construct is vital for territorial sustainable development and supposes the creation of a specific body of knowledge from distinctive local resource exploitation and unique value creation and allocation. Territorial mechanism design is a typical management decision about identification, ownership and control of specific strategic capabilities and their combination in a distinctive territorial portfolio. The most difficult responsibility is to allocate the territorial value added which is a source of conflict among territorial components. Our current paper research covers the basics of two complementary territorial pillars-rural and tourism potential and proves the lack of specific design mechanisms which explain the current diminishing value of Galati Braila region. The proposed management system, relying upon territorial control mechanism, will ensure knowledge sharing process via collaborative learning, with the final role of appropriate territorial attractivity signals, reinforcing identity as key factor of territorial attractability.     The paper is focused upon the assessment of current consumer behavior as empirical arguments for designing and implementation of fish feeding and processing innovative biotechnologies which highly meet the exigencies of food safety and security. Recent studies on food consumer behavior are observing the rising awareness of food safety and the reinforcement of the preoccupation about the consequences of healthy diet in terms of prevention and cure as characteristics of life quality.     Innovative Agro-food Technologies Implementation through Instructional Communication Mechanisms

    The current research represents the valorization of the dissemination the design framework of an interdisciplinary area of research, validated through SPAS European FP6 project and a national BIOSIG- PN2 and has as objective to channel communication on target market, through personalized solution of instructional communication mechanisms. The main objective of the national research grant being the implementation of innovative biotechnology on agro-food market, in order to improve the fish diet’s benefits, the prospects must be provided with valuable explicit information. This paper is about the commitment to embedding the actual consumer experience from PN2 fish market research and agro-food agents’ capitalization knowledge behavior from SPAS virtual platform, through designing the adequate communication framework, in order to support and accelerate the implementation of the innovation biotechnology, through improving the target market experience. The projected solution is mainly concerning to offer adequate solutions to insure against current consumers fragilities, but we also underline the vulnerabilities of the whole agro food value chain, in terms of communication strategy, which is lacking of adequate common interest coordination.     Dealing with complexity is becoming increasingly difficult for organizations, due to limited replicable abilities, once management performance was remunerated by successful decisions on the marketplace. The competitive advantage, based upon current documented organizational management expertise, deployed into patterns of competitive behavior, prove to be unsustainable. Therefore, we assist to a relative emergency of strategic intelligence adjustment framework, to channel the managerial capability mechanisms, from current detective orientation capabilities toward anticipatory ones.     The efforts focused on organizational performance differential attempt to typify the firms’ portfolio of competence enables their propensity to dominate and seek continuity in the competitive environment.
